Identified
The sub-dependency has been identified as the Azure Key Vault. All Key Vaults in all environments were briefly down but were brought back up except for the one in Europe.

Since all ClearID services depends on the Azure Key Vault to loads their secrets, all operations can be impacted.

A more specific status can be followed here: https://azure.status.microsoft/en-us/status

As soon as this dependency is brought back to regular working state, the ClearID environment should also be back to its regular working state.
